The British and French governments have inked a declaration of intent concerning the deployment of armed personnel in the nation in the event a peace agreement be struck with Moscow, the UK Prime Minister, Keir Starmer, has declared.
After discussions with allied nations in Paris, he indicated that the allies would "establish defense centers across Ukraine and erect secure installations for weapons and defense matériel" to discourage any potential incursion.
The coalition members also suggested that the US would assume leadership in monitoring a halt in hostilities.
Russia has on multiple occasions stated that any foreign troops in Ukraine would be considered a "valid objective", but has so far not responded on this new development.
Russian President Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Moscow currently occupies approximately 20% of the country's land.
"This represents an essential component of our pledge to stand with Ukraine for the foreseeable future," remarked Starmer.
National leaders and senior officials from the "Allied Coalition" took part in the recent discussions.
He stated at a joint press conference, he added: "It paves the way for the juridical structure under which allied and coalition forces could function on the ground in Ukraine, securing Ukraine's airspace and waters, and regenerating Ukraine's armed forces for the years ahead."
The British leader added that the UK would be involved in any US-led verification of a potential ceasefire.
Top US negotiator Steve Witkoff remarked that "long-term safety pledges and robust prosperity commitments are vital to a enduring ceasefire" in Ukraine – alluding to a key requirement made by Ukraine.
Witkoff indicated the partner nations had "substantially agreed on" their work on agreeing such guarantees "to ensure the Ukrainian people know that when this conflict ends, it ends permanently."
The former US envoy, former American President Donald Trump's special envoy, also was involved in the talks.
At the same time, French President Emmanuel Macron declared that Ukraine's supporters had made "significant progress" at the talks.
He said that "comprehensive" defense assurances for Kyiv had been reached in the case of a prospective truce.
Ukrainian President Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but cautioned that he would only view efforts to be "adequate" if they culminated in the end of the conflict.
Last week, Zelensky suggested a peace agreement was "mostly finalized". Settling the last 10% would "decide the outcome of the agreement, the destiny of Ukraine and Europe".
Russian forces currently holds about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The two regions form the area of the Donbas.
The initial US-led multi-point proposal that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being strongly biased in Russia's favor.
This led to a period of intensive negotiations – with Ukraine, the US and European leaders trying to revise the document.
The previous month, The Ukrainian government submitted the US an new framework – as well as distinct documents describing potential defense assurances and arrangements for Ukraine's recovery, the President stated.
