Sheffield Wednesday Deals with a 'Significant Problem', Declares Football Regulator

'We are going to be a part of football's future' - independent football regulator the new chairman

The Championship club's ongoing struggles are seen as a "serious issue" and the football regulator is seeking powers to examine team situations in such situations, its new chair the official has declared.

Through a comprehensive talk, the regulator, who was appointed on Monday, showed understanding towards supporters of the Owls.

The chairman convened with four supporter groups associated with the football team recently.

The football club have been struggling on and off the field in 2025, with the club delaying salary disbursements on several different times, including in last month.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the great brands for football in England and in recent days we have met fan representatives.

"We are seeking authority... which will enable us to take the club and similar situations brought to our attention if they need to be investigated and dealt with."

Financial Struggles and Proprietorship Status

The club's controversial proprietor the current owner stated during the off-season he would be open to selling the club at the stadium, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in earlier this year led to sanctions by the league officials in mid-year, blocking the team from conducting any recruitment activities for the following recruitment periods, although that restriction was lifted in August.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a community organization that has been part of their lives in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the followers."

Questioned about whether the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is begin intervening in an specific team, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the proprietor's dealing with," Kogan said.

"But the truth is, when you review the record of football, over the recent generations there have been particular chairmen, not many, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to lay out the remit of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the significant advances achieved could disappear incredibly quickly," the chairman stated.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources entering the sport and has been channeled for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I completely endorse the success and growth as an commercial operation of the top division.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But at the same time, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, actually, they have been advising us privately they have a considerable comfort."

Ideological Links

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The 68-year-old donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any sort of politics."
