The mayor of the town of Black River – an area described as “ground zero” for the devastating storm – has detailed the immense flooding and extensive destruction caused by the catastrophe.
Speaking on the traumatic experience, Richard Solomon recalled riding out the Category 5 storm at an emergency response center.
“Our community of this area is in ruins,” he stated. “And that devastation is so severe that the prime minister designated this area as ground zero.”
Five individuals from the town are reported to have died, but Solomon mentioned receiving word of other fatalities that remain unconfirmed due to connectivity and transportation difficulties.
“Storm Melissa came around 8 a.m. and continued for around several hours, during which we were pounded with strong gusts and a lot of rain,” he explained.
“We experienced up to 16ft of water at the emergency operating centre. It was a frightening moment for us, and we were praying that it would not increase any further, because we were on the second floor, and I tell you, when we saw the water rising, it was a terrifying moment for us.”
The mayor explained that Black River, situated in the hard-hit southwest parish of the area, is lacking water and power, and the majority of structures have lost their roofs. An authority earlier described the town as flooded, with over 500,000 inhabitants lacking electricity. A landslide has blocked the main roads of a nearby area, where streets have been turned to mud pits. Locals are now sweeping water from their houses and trying to rescue their possessions.
Search and rescue operations and evaluations have proven extremely difficult because every one of the town’s vehicles and essential facilities such as fire, law enforcement, medical centers and grocery stores were “severely damaged,” notes Solomon.
He is now focused on working to help the neediest residents, while also dealing with the individual toll of the disaster.
“The mayor's car was totally covered by water. The roofing went, so I do understand the pain that people are experiencing, but what is a key focus for me now is to focus on getting assistance for the most at-risk at this time,” he explains.
The mayor believes that it will take millions of local currency to rebuild Black River after Melissa’s destruction. For now, he says, the main goal is removing debris from impassable roads, which have cut off the town.
“Efforts are underway to get the major thoroughfares and critical lateral roads here so that we can get aid in. Most of our supermarkets, if not all, were impacted negatively so they will be unable to provide supplies to individuals who are in need at this moment,” he says.
The prime minister has witnessed the damage first-hand, with an flyover of the region showing the vast majority of buildings in the area had been destroyed.
“It is going to be a massive task to restore Black River. But although it is destroyed, we can vision a tomorrow of it emerging more resilient and improved,” he told reporters.
“We will get it done. So maintain the positive outlook, keep hope alive, and we will overcome this challenge, and we will rebuild better,” he said.
